Project Description

Driving Regina International Airport’s evolution with strategic planning, development frameworks, and community-focused collaboration.

MXD and InterVISTAS have had a longstanding relationship with Regina International Airport in providing Airside Master Planning Services as well as Real Estate and Economic Development Strategies.
 
In 2017, MXD was retained by the Regina Airport Authority to identify and define a Commercial Land Development Strategy. The strategy established a development approach, guiding vision, and timeline to create a real estate strategy that would optimize the existing assets at the Airport, as well determining Enabling Road and Infrastructure improvements to unlock developable and immediately north of the Airport. MXD performed a Market & Economic Analysis of Regina to define how various Non-Aeronautical Revenue Generating components can optimally evolve into a new “Airport Gateway” and “Airport Business Park”. After identifying the economic and market opportunities, MXD created a development program and performed Financial Analysis to test the feasibility. In conjunction with WSP, Walker Engineering, and Stantec, MXD created a site layout and phasing strategy with consideration of the engineering details.
 
In 2018, InterVISTAS completed a comprehensive master plan for Regina International Airport which included noise counters and a land use plan. Following the master plan, InterVISTAS was tasked to conduct a runway extension study that identified the maximum potential extension of Runway 13-31 based on the existing airport property boundary. The study developed a future noise exposure map that would be associated with the runway extension to identify noise impacts. InterVISTAS, in conjunction with MXD, conducted a study to evaluate the need for a parallel runway which included preparing a 50-year aviation forecast and concepts for where the parallel runway could be sited based on airfield designs standards and associated land uses.
 
MXD and InterVISTAS are currently conducting the Regina International Airport Land Use Planning Collaboration Project (YQR LUPC), in conjunction with Stantec and KGS. The YQR LUPC Project is exploring and defining a land use planning and transportation policy strategy for lands in the vicinity of YQR, with direction from the Province of Saskatchewan to protect current and future operations at the Airport. As part of this project, InterVISTAS is providing airside planning services as it relates to determining the ultimate land-use vision for the airport. This Land Use Framework for establishing a West Regina Airport Economic District around Regina International Airport and the Global Transportation Hub has involved all of the local Indigenous Treaty Four Nations, and the First Nations Power Authority (FNPA).
