Spruce Grove City Centre Incentives & Redevelopment Strategy
The primary objective of this assignment was to identify a comprehensive set of financial, regulatory, and activation-based incentives that can catalyze new investment, improve development feasibility, and generate long-term momentum for redevelopment in the City Centre. A secondary objective was to align these tools with broader municipal goals for economic growth, urban vibrancy, and community resiliency, ensuring that revitalization efforts contribute to both near-term activation and long-term value creation.
MXD’s work focused on assessing and prioritizing the incentives best suited to Spruce Grove’s current context, with particular emphasis on catalyzing redevelopment of key opportunity sites in the City Centre and supporting existing businesses and property owners. Through stakeholder engagement, best practice case study research, and a practical focus on implementation, this report outlines a hierarchy of incentive tools and identifies short- and long-term actions to help realize the City Centre’s potential.
