Project Description
Driving Regina’s growth with a strategic land use framework that balances airport protection, economic development, and infrastructure planning.
MXD Development Strategists led the West Regina Land Use Planning Collaboration, a joint initiative between the City of Regina and the Regina Airport Authority (RAA) aimed at developing a long-range planning framework for lands surrounding the Regina International Airport (YQR). The project focused on creating a comprehensive land use and policy framework that would balance airport protection with long-term economic development and infrastructure planning objectives.
The study area encompassed the western growth lands surrounding YQR, a strategically important region identified for its potential to accommodate future employment, logistics, and commercial activity. The project was designed to align with the Province of Saskatchewan’s Statement of Provincial Interest on airport protection, while also informing future road and servicing infrastructure investments.
Key outcomes included a land use framework compatible with airport operations, the identification of development constraints and opportunities, recommendations on transportation and infrastructure initiatives, and policy recommendations to guide future municipal planning and development decisions. The process was highly collaborative, involving the formation of a Project Advisory Committee (PAC) and coordination with multiple stakeholders to ensure alignment across jurisdictions and sectors.
MXD’s role included project management, economic and market analysis, stakeholder engagement, policy and land use analysis, economic positioning, and the integration of airport-compatible development principles. The resulting framework supports Regina’s long-term vision for sustainable growth, economic diversification, and strategic land use planning near critical transportation infrastructure.
