This ambitious plan will transform the former Tolko mill site—a 40-acre area in Kelowna’s North End—into a vibrant neighborhood featuring at least 3,500 homes, new parks, commercial spaces, and community amenities. Notably, 18% of the property is dedicated to parks and open spaces, including the environmental restoration of Sutherland Bay.
The project’s success reflects the collaborative efforts from the talented team at DIALOG, who led the process in successfully navigating public engagement to bring this visionary development forward. Their expertise and commitment have been instrumental in shaping a plan that aligns with Kelowna’s long-term vision for sustainable urban growth.
The redevelopment is planned to unfold over the next 25 to 30 years, significantly enhancing Kelowna’s downtown core by introducing a dynamic, mixed-use community that integrates residential, commercial, and recreational spaces.
