Market-driven development strategy supporting PCN’s vision for Downtown Moose Jaw
MXD Development Strategists was engaged by Peepeekisis Cree Nation (PCN) to assess the market potential and development feasibility of two fee-simple properties in Downtown Moose Jaw, strategically located adjacent to PCN’s Temple Gardens Hotel & Spa and Casino Moose Jaw. The study integrated real estate market intelligence, demographic and economic analysis, land use planning, and financial modeling to identify development opportunities that advance PCN’s long-term economic development and Nation-building objectives.
MXD evaluated a range of potential uses, including retail, residential, seniors housing, and alternative anchor uses such as healthcare and cultural facilities, testing their market positioning, development potential, and financial performance. Three development concepts were evaluated through comparative market and feasibility analysis, resulting in a preferred development direction supported by a 20-year financial assessment and a clear strategic rationale. The recommended approach balanced commercial viability with cultural identity, regional positioning, and PCN’s broader aspirations for long-term economic participation and self-determination.
