Project Description

Revitalizing Phoenix’s west side with a strategic land reuse plan to drive economic growth and community engagement.

MXD worked in collaboration with CallisonRTKL to create a comprehensive development framework for 743 “noise land” parcels west of Phoenix Sky Harbor International Airport which were voluntarily acquired through the Community Noise Reduction Program using FAA grant funding. MXD employed a market and economic based methodology to determine the demand for a variety of different land uses including office, industrial, multi-family residential, retail and hotel. The goal of the development framework was to introduce new uses that could inject new life to this once-thriving area. Connectivity to the Greater Phoenix area, including Downtown and Sky Harbor Airport, was critical to the programming of the area. The project involved extensive stakeholder and public engagement to shape a development framework. Our final deliverable provided a series of design, infrastructure and market recommendations to help improve the planning area through the introduction of amenities, employment opportunities and environmental mitigation tactics.

Degree of Success: The CallisonRTKL-MXD team undertook extensive community engagement with existing residents to inform the creation of the Phoenix Land Reuse Strategy. The Phoenix Land Reuse Strategy identified three strategic development areas known as “Spark Areas” that represented high impact investment opportunities due to their proximity to major transportation and mobility corridors, Phoenix Sky Harbor International Airport, regional economic anchors and the availability of large contiguous land for development. These spark areas are expected to catalyze significant economic activity in the area and are projected to generate nearly 1.9 million SF of new development. Our team provided the City of Phoenix with a strategic toolkit, including development agreement templates, RFP documents, and design guidelines to help them market and promote the development opportunities to prospective developers and investors as well as attract innovative economic sectors and end user tenants to the area. Spark Area 1 has been tendered and is currently in the evaluation process.
